This Act may be cited as the "Scientific Oversight for Unbiased and Neutral Data in Pesticide Research Act" or the "SOUND Pesticide Research Act".
(a) In general - Section 408(b)(2) of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. 346a(b)(2)) is amended by adding at the end the following:
(G) Multigenerational reproductive toxicity study -
(i) Requirements - In establishing, modifying, leaving in effect, or revoking a tolerance or exemption for a pesticide chemical residue, the Administrator shall rely on data that is—
(I) comprehensive, as determined by the Administrator; and
(II) derived from a multigenerational reproductive toxicity study that includes not fewer than 4 generations of test species.
(ii) Review - Not later than 180 days after the date of enactment of the Scientific Oversight for Unbiased and Neutral Data Research Act of 2026, the Administrator shall determine whether each determination to establish, modify, revoke, or leave in effect a tolerance or exemption for a pesticide chemical residue under this section is supported by data that meets the requirements under clause (i).
(b) Report - Not later than 2 years after the date of enactment of this Act, the Administrator of the Environmental Protection Agency shall submit to Congress a report that identifies each determination that was reviewed, updated, or otherwise changed as a result of the amendments made to section 408(b)(2) of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. 346a(b)(2)) by this section.
